Turn over is determined by people who leave over people hired. It doesn't matter who leaves and who is hired. If 10 people are hired in a year, and 10 people leave in the same year, regardless of when they were hired, thats 100% turnover. How long you stay isn't factored in. Also, if you convert from regular to seasonal, that is turnover systematically as well - this was not at one time the case, but they changed this years ago so you couldn't hide turnover in your seasonal count.

I had been with the company for 21 years when they let me go in February. We didn't have much turnover when I left. They gave me 6 mos. of severance and told me to kick bricks. I've noticed quite a bit of turnover since I was let go. I think the new CEO and her policies are ruining Best Buy. That's what happens when you turn a CFO into a CEO. All they see are dollar signs and employees are just another expense.
