I think they have the date wrong for the last power pole incident. Im pretty sure it was April 2020 not 2019. Unless poles have collapsed on east marginal 3 years in a row. Edit, just checked it happened January of this year so I guess the third time lol

I was on the island of Guam 20 years ago. They have typhoons and the utility poles are concrete.
